Last Month On LBC After The BBC Revealed A New BBC Investiagation Was Able To Officially & Posthumously Confirm A Sixth Suspect In The Stephen Lawrence Murder (The Deceased Racist Michael White) MET AC Matt Twist Admitted There Were Too Many Failings In The Initial Police Investigation. Over A Quarter of A Century Ago The Late Lord Macpherson Concluded That’s Because They Are Institutionally Racist. Sir Mark Rowley Still Refuses To Accpet This. Could It Be Because He’s Been Institutionalized?
Virtually A Month Later The MET AC Issued This Self-Serving Police Posterior Protecting Statement (Oppostie) About The Video of The (Heavy-Handed, Police Escalated, Utterly Unskilled) Arrest of A Mother Out With Her Toddler Over A Wrongful Suspicion That She Had Not Paid Her £1.75 Bus Fare.
One of The Most Important Aspects of The Judicial System Is That Any Individual or Institution Hauled Up Before It Show Remorse. Failure To Do So Leads To A More Severe Punisment. There Is So Much Lackng In Twist’s Statement That One Doesn’t Get Any Sense of Remorse At All.
I. Title of AC’s Statement Issued On The Met Website met.police.uk (Search Croydon TFL): Right off The Bat He’s Entitled The Statement “Fare Evasion Incident”. There Was No Fare Evasion. So This Title Is Inaccurate, Offensive And Potentially Libellous. A More Accurate Title Would Be ‘Heavy-Handed, Over-Zealous, Underskilled, Police-Escalated, Disproportionate, Handcuffing, Manhandling, Child-Traumatizing, Trust-Destroying, Incident’. That Of Course Could Apply To So Many Police Interactions With Members of The British-African-Caribbean Community.
II. Use of The Term Ticket Inspectors – It States That This ‘Police Operation’ Was In Support of TFL ‘Ticket Inspectors’. As Outlined Above, There No Tickets On Croydon Buses. Travel On London Buses Has Been Digitalized For Well Over Ten Years (As Illustrated Above By The Commemorative Oyster Card For The 2011 Royal Engagement And The 2012 Olympics. As Also Illustrated The Oyster Card Reader used By Revenue Protection Officers A Small Device That Scans The Recent Activity Of An Oyster Card And Can Quickly Tell When A Fare Was Last Paid. Without Any Need For Touching Anyone!
III. “The Woman Involved In This Incident Was Asked To Provide Her Ticket As She Got off The Bus, But Did Not Do So”. (See ‘Ticket’ Point At II. Above.) Exactly How Was She Asked? And When Did They Approach This Young Mother With Her Toddler As They Got off The Bus? And Who Else Was Asked At The Time She Was Asked?
For The Sake of Transparency The Community Needs To Know So Please Release The Bus Video Footage (of All Revenue Protection Offieers And Police Officer Interactions With The Mother And Her Toddler On Board The Bus And Getting Off It) With The Same Speed You Rushed This Self-Serving Statement Out.
It Has Since Been Confirmed That This ‘Police Operation’ Has Subseqently Been Abandoned. That’s Interesting. If It Was In Good Faith In The First Place Why Has It Been Abandoned? Surely It Should Have Carried On But Just Better Done. With Officers With Much Better Communications Skills. (If There Are Any.) And With An Appropriate And Equally Dramatic Apology And Recompense To Mother And Child (Including PTSD Treatment).
New IOPC Director Steve Noonam Confirmed Monday July 24 2023 (The Same Day Assistant Commissioner Twists’s Statement Was Released) That It Has Received A Complaint That A Woman Was “Racially Profiled And Verbally Abused By An Officer”.
Highlighting How Big This Story Has Become Leciester East MP @Claudia Webbe Has Commented On The MET. She Has Sited Misogyny Noir (A Term Coined By Professor Moya Bailey of North Eastern University America).

Good! The Community, Mother And Toddler Want You To Be Transparent About The Role of Your Officers (As Indicated At III. Above). So Again, Please Release The Bus Video Footage (of All Revenue Protection Offieers And Police Officer Interactions With The Mother And Her Toddler On Board The Bus And Getting Off It) With The Same Speed You Rushed This Statement Out.
IV. “Tfl Inspectors Would Check The Tickets of Those On Board And Those Getting Off.”
As Both Outined At II. & III. Above Firstly There Are No Tickets And Secondly How And When Exactly Was This Young Mother Approached After Getting off The Bus?
V. “She Was Arrested on Suspicion of Fare Evasion And Was Handcuffed.” When Officers Were Able to Take Her Ticket From Her so That The TFL Inspectors Could Check It, They Were Able To Confirm That It Was Valid. She Was Immediately De-Arrested And Her Handcuffs Were Removed.”
But Was She Actually Arrested? Lawfully? The Police and Criminal Evidence Act 1984 Outlines The Procedure That Must Be Followed In order For Policie Officers To Constitute A Lawful Arrest. Including Having To :
- Verbally Identify Themselves As Police
- Explain To The Citizen Involved That They Are Being Arrested
- Explain The Crime They Are Being Accused of
- Explain Why The Arrest Is Considered By Them To Be Necessary
- Explain That The Citizen Is Not Free To Leave
Read The Citizen Their Rights. A Process Known As Issuing A Police Caution During The Arrest Process:
“You Do Not Have To Say Anything. But, It May Harm Your Defence If You Do Not Mention When Questioned Something Which You Later Rely On In Court. Anything You Do Say May Be Given In Evidence.”
And Give Citizens Official Written Notificaton of Their Arrest (And Any Stops Too).
There Is No Evidence That This Was Done. In Fact One Officer (With A Beard And Heavily Tattooed) Says The Handcuffs Were Used To Stop Her Running Out into The Road. Why He Would Think She Would Do That Is A Mystery (Bearing In Mind She’s With Her Little Son And Appears Perfectly Sane). And as One Passerby Makes Clear It Is The Officers Who Are Dragging Her Around Near The Road. And The Mother Herself Keeps Asking What Is Going On? It Appears She Does Not Know. Which In Turn Appears To Indicate Full Arrest Procedures May Not Have Been Followed.
And The So Called “De-Arrest” Didn’t Look Very Official Either In As Much As It Did Not Appear To Follow Any Particular Procedure. Just As Casual Unlocking of The Cuffs After Which The Tattooed Officer Just Casually Wonders Off. And Where’s The Official Paperwork? None Appears To Be Made or Given Out Throughout. By Any Officer. Nonetheless Twist Wrote This Statement. From Which Records Exactly Bearing In Mind He Was Not There? The Statment Does Not Make This Clear.
VI. The Aforementioned Officer Can Be See In Plain Sight Pressing His Palm On Top of The Handcuffs And Another Officer Is Seen Pulling On Them. So Not Only Is She Seemingly Unlawfully Arrested She Is Brutalized By Those Handcuffs And The Officers Manhandling Her. Twist Says An Initial Review Did Not Identify Any Conduct Matters. This Incident Reportedly Happened On Friday July 21 2023. Twist’s Statement Was Issued Monday Just Before Midday. So An Inital Conduct Review Was Carried Out By Who, How And When Exactly?
VII. The Aforementioned Officer Is Also Rude To A Member of The Public Who Asks What’s Going On. He Is Told It’s Nothing to Do With Him. Not True. That Officer Is In Public Office And a Public Servant Who Is Duty Bound To Be Polite To The Public. See Police Code of Conduct Outlined In Previous Article On Police Attacks On Innocent Children In Croydon (July 2022) The Public Have Genuine Legal Public Interest Right In Such Matters. Furthermore Misconduct In A Public Office Can Be A Criminal Offence. So Again As At VI. Above, An Inital Conduct Review Was Carried Out By Who And When Exactly?
VII. “Throughout The Incident, The Child Was Comforted By A PCSO Who Immediately Recognised His Distress Anyone Seeing How Upset He Was Would Be Moved By This, And We Regret Any Impact It May Have On Him.”
Like So Many Other Children In Croydon, The Police Have Shown Their True Colours To This Young Toddler From A Disturbingly Early Age. They Have Impacted Him Negatively. They Have Broken Trust Within The Community. And In the Process Clearly Interferred With His And His Mothers’ Mental Health And Well-Being.
“We Regret Any Impact It May Have On Him.” Just Rings Hollow. Especially As We Reported Last Summer On Police Officer Attacks On Innocent Children In Croydon Last Year. The MET Needs To Be Held Accountable For The Personal Development Recovery Work That Has To Be Done After They’ve Imposed Themselves On Innocent People’s Lives.
Transparency Means We Need To See For Ourselves If The PSCO Recognised The Child’s Distress “Immediately” And “Comforted The Child Throughout.” That PSCO Kept The Child Near To The Heavy-Handed Horror Show That Was Unfolding. So Again As At III Above, So Police Need To Release The Video. And Tellingly What The End of The Video Does Actually Show Is A Female From The Community Truly Comforting The Child.
VIII. Twist Says “We Will Reflect On It Carefully, In Discussion With Communities Locally, To Urgently Identify Any Opportunities To Do Things Differently.” As At VII Above, We’ve Heard It All Before And Just Keep Doing Things Exactly The Same. Video After Video, Snapshot After Snapshot, Trauma After Trauma, Police Brutality After Brutality, Cover Up After Cover Up. The Macpherson Report, The Lammy Report, And The Casey Report Have All Told The MET Police What They Need To Do Differently. They Need To Accept They Are Institutionallly Racist. And Adopt The Associated Recommendations. But Dogmatically They Refuse.
IX. There Is Notably No Apology. Not To The Woman. Not To Her Child. And Not To The Community. What There Is However Is Confirmation That The Police Believe This Conduct Is Okay. This Display of Yet More Heavy-Handed Police Officers Rushing To Escalation of A Relatively Minor Matter, Involving An Essentially Innocent Person, Due A Lack of Care And Communication Skills And A Police Penchant For Power-Tripping, Is What They Consider To Be Acceptable Policing. And The Policing That Croydon Residents Deserve.
This Coupled With The Refusal To Accept The MET Is Institutionally Racist, As Has Already Been Proven, Means Such Utterly Avoidable Incidents Are Likely To Happen Again.
History Has Also Shown That The People Will Only Take So Much Before They Use The Only Power They Have. And The Police Need To Change Their Antiquated Arrogant Ways If They Don’t Wish To See Widespread Social Uproar Again On The Streets of London.
In 1955 Rosa Parks Started A Bus Boycott Because She Refused To Get Up And Give A White Man Her Seat. That Was The Law At That Time. But She’d Had A Long Day And She Was Tired And Had Had Enough.
She Was Arrested. The Subsequent Montgomery Bus Boycott Forced A Change In The Law. Discrimination & Segregation On Buses Was No Longer Acceptable. And When She Died In 2005 (50 Years After The The Law-Changing History-Making Bus Boycott) The Civil Rights Activist Was Given A State Funeral.
This Croydon TFL Arrest Case Is Also Important In This Modern Age. Notwithstanding That The Country, The Facts And The Century Are Different. Because What Is Constant Is The Mistreatment of Black People. The British-African-Caribbean Community Is Tired And Has Had Enough!
Manners Matter! Basic Good Manners Could Have Totally Avoided or Descalated This Whole Situation
The Police Are The Ones Who Are In Powerful Leadership Roles And So It Down To Them To Set A Good Example And Respectfully Take The Lead When Engaging With The Public. Had They Done So When They Engaged With This Woman, Out With Her Child, They Could Have Achieved A Very Different Outcome.
Chief Superintendent Andy Brittain Who Works Regularly With Croydon Community Group My Ends, Run By Anthony King, Speaking To BBC London News The Same Day The Statement Was Issued, Admitted The Situation Was Not Good By Saying “Trust Has Taken A Hit” And “Our Comms Perhaps Could Have Done Better”. He Also Said The Police Were Trying To “Find Out The Name of The Lady Involved And Get Her Side of The Story”. This Straight Talking Acknowledgement And Admission By Brittain Is Welcome. And Makes A Refreshing Change But The Outreach Is Back To Front.
MET Police Officers Need Greater Training In The Art of Communication. Had Those Officers Talked To That Lady In A More Empathic, Skilled And Polite Way, Instead of Predicatably Provoking An Escalation, All Those Concerned Could Have Avoided Getting To This Situation. If They’d Gone Through Basic Procedure They Should Have Introduced Themselves And Asked For Details. Engagement Always Starts With Basic Good Manners. And That Is Something Which We Don’t See Much of From The Police. Barking Orders And Abusing-Power Is Not The Way To Win Hearts And Minds.

Twist’s Antiquated Language With Reference To Bus Tickets Throughout His Statement (When The Buses Have Been Digitalized For Over A Decade With Oyster Cards And More Recenlty Bank Cards) Is Reflective of An Antiquated Attitude of The Police And The Time Warp They Are Stuck In.

Jul 24, 2023 11:47 BST – Statement in response to video of fare evasion incident in Croydon – Assistant Commissioner Matt Twist has released the following statement:
“It is clear from the video that has been shared online that this incident was distressing for the woman involved and particularly for her child. We understand why it has prompted significant public concern and we want to be transparent about our position and the role of our officers.
“Officers from the Met’s Roads and Transport Policing Command were supporting TfL ticket inspectors on a pre-planned operation in Whitehorse Road, Croydon on Friday, 21 July. As buses pulled into the stop, TfL inspectors would check the tickets of those onboard and also those getting off.
“Anyone without a valid ticket is required to provide their details to a TfL inspector so a penalty fare can be issued. This is not a policing matter. Officers only become involved where details are not provided or where someone tries to leave when challenged.
“The woman involved in this incident was asked to provide her ticket as she got off the bus, but did not do so. She was spoken to by a TfL inspector, then by a PCSO and finally by a police officer. She continued to try to walk away and did not provide her ticket for inspection.
“She was arrested on suspicion of fare evasion and was handcuffed. When officers were able to take her ticket from her so that the TfL Inspectors could check it, they were able to confirm it was valid. She was immediately dearrested and her handcuffs were removed.
“Throughout the incident, the child was comforted by a PCSO who immediately recognised his distress. Anyone seeing how upset he was would be moved by this, and we regret any impact it may have on him.
“We recognise that the use of handcuffs can be a cause of concern, particularly given the context of this incident and the type of offence involved, but when a person is trying to physically leave an incident it is an option officers can consider. All uses of force must be proportionate and necessary in the circumstances.
“Ticket inspection operations of this nature are difficult. They place police officers in direct confrontation with frustrated members of the public and could escalate what would otherwise be civil matters to a different level.
“This incident raises questions about the extent to which officers are having to intervene in this way when supporting TfL in their operations. We will now work with TfL to ensure that the balance is right between officers tackling the most serious crime on the transport network and supporting their own operations to ensure revenue protection.
“An initial review of the officers’ actions did not identify any conduct matters but we will reflect on it carefully, in discussion with communities locally, to urgently identify any opportunities to do things differently.
“Given the level of community concern generated we believe it is in the public interest to voluntarily refer the matter to the Independent Office for Police Conduct to review.”

A Former Bank Manager Subjected To Racial Profiling, Discrimination And Harassment By The Metropolitan Police And Who Subsequently Suffered PTSD Says He Has No Faith In Rowley After He Failed To Meet Him Face To Face. Despite Claiming He Wants To Hear From Londoners Let Down By The MET.
The Child Q Scandal Was Reported (Last Year April) Just Before Dame Dick Was Finally Dispensed With And Her Former Assistant Sir Mark Rowley Was Officially Announced As Her Replacement. That, And Many Other Police Outrages That Have Happened During The Last Year, And Before, Provided Many An Opportunity to Learn And Do Things Differently. So For Him & His Assistant To Make Such A Call In Their Respective New Roles Is Really Rather Ridiculous.
Many Years Ago, But Especially In Light of The Above Mentiond Recent Outrages,Those Officers Out On The Road In Croydon The Other Day Should Have Been Given Emergency Training By Now To Conduct Themselves Better When Engaging With Members of The Community. Especially When Children Are Involved. Yet It Is Seems They Haven’t. Why Not? Because Each Time An Atrocity Happens It’s All Just Lip Service. Policy Remains The Same.
In The Bottom Lefthand Corner of This Picture One Can See The Female TFL Customer’s Hand. On The Top of Her Hand Is The Heavily Tattooed Arm of The Police Officer. On Her Wrist And Under His Hand Are The Handcuffs. They Are Now Being Pressed By Him Into Her Skin. The Mother Actually Says The Officer Is Hurting Her. And He Is Literally “Strong-Arming Her”. And Yet Both Officers Carry On. A Third Officer Later Enters The Scene (Also With A Beard).
The Tattooed Officer’s Other Hand Is Clenched. The Pressure And Force He Is Putting Into Dragging & Restraining Her Is Clear To See. What Is Not Clear Is Why He Is Dragging Her Anywhere. This Woman Has Already Paid Her Fare. If He Had Sufficient Communications Skills (At Least Equal to His Brut Force) He Could Have Established That Fact, Without All of This State-Sanctioned Trauma.
So The Question Why Is He So Underskilled That All He Has To Offer Is Brut Force In This Situation Involving A Mother And Child? Brut Force Is Often The Weaponary of Thugs. Is Not The MET Supposed To Be A Professional Police Service Exemplary To The World?
And Where Is The Bus Driver In All This? What Was The Time Between Her Taping Her Oyster or Bank Card And Her Being Subjected To This. Such That Driver Failed To Confirm That She’d Paid?

So You Might Want To Listen To Him (As No Doubt He Did It Becasue It’s True And He Ultimately To Help The Next Generation).
Rowley Says He Doesn’t Like The Term “Institutionally Racist” Because It’s Been Politicised. Whether He Likes It or Not Seems Rather Academic. He Needs To Think of The Greater Good. Be More Commuity-Minded. Furthermore Bearing In Mind The Head of The MET Is Appointed By The Home Secretary of The Day, Can Be Dethroned By the Mayor of London, Swears Alliegence To The King, And Has To Face The Fact That The Historic Rhetoric of Being A Party of ‘Law & Order’ Is That of The Tory Party (Pre-Gather-Gate & Party-Gate of Course). He Really Rather Needs To Get Over That.
His Failure To Do So Just Exposes A Lack of Modernity And Imagination. He Shouldn’t Just State What He Thinks The Problem Is (Notwithstanding He’s Provided No Evidence of It) He Should Do Something About It. TFL’s ‘Policing & Community Safety Department’ Has Been Headed Up By Mandy McGregor For a Number of Years Now. Speaking To BBC London News The Same Day The Twist Statement Was Issued, She Said TFL Are “Speaking To The Police To Understand The Wider Circumstances And Will Support Them With Their Investigation To Get To The Bottom Of What Happened”.

Bad-Minded Bus Driver Imprisoned For Devestatingly Bad Consequences
In A Seperate Incident In a Seperate Part of The Country The Liverpool Echo Reports (July 27 2023) That A Bus Driver (Called Scott Cliff) Has Been Jailed For Dangerous Driving After He Deliberately Shut The Bus Doors On- An 83 Year Old Great Grandmother With Alzheimer’s Disease (Called Joan Scott) Because He Wrongly Suspected She Was A Woman Who Had Previously Not Paid Her Fare. Her Walking Stick (Attached To Her Wrist) Got Stuck In The Door, She Was Pulled Under The Bus, Runover By The Bus & Trapped By The Rear Wheels of The Bus. Tragically She Had To Have Both Legs Amputated As A Result. Jailing Scott For 27 Months The Judge Pointed Out Travel For Woman of The Victim’s Age Is Free. His Defence Barrister Said There Was No Excuse. Mrs Scott’s Son Said “I Hope This Horrendous Incident Makes Other Drivers Of All Vehicles Sit Up And Take Note.”
Here’s The Thing. In March 2022 Hollywood Film Director Ryan Coogler Had The Police Called On Him BWB (Banking Whilst Black) Because He Attempted To Discreetly Withdraw Over £10,000 of His Own Money, As One of The Most Successful Men In Hollywood. And Global Superstar Rapper Stormzy Had The Police Called On Him Whilst Enterng His Own Home In The Royal Borough of Kensington & Chelsea, London, Where He Was Staying With His Girlfriend At The Time @MayaJama. He Was Wrongly Racially Profiled As A Burglar or Drug Dealer By A Racist Neighbour.
The Point Is Racist Police Impropriety & Brutality Is So Pervasive That Racists In Society Have Learnt To Weaponsize It. And The All Too Often Equally Racist Police Appear Time And Time And Time Again Happy To Allow Themselves To Be Manipulated In This Way.
Just As It Appears They Were By TFL (Transport For London) That Day In Croydon, Friday July 21st 2023 Against A Young Mother And Her Infant Son. Now, Consequently, And Tragically Both Traumatized. It Will Take Alot of Work For Them And The Community To Get Passed That. There Is A Deep Need For Change. It’s Long Overdue.
